GovAIaaS capabilities
The capability architecture groups specialist AI functions by the job they perform: understand, strengthen, discover, assure and operationalise.
The original Skills visual uses AI Approve. The current governed wording is Permission-to-Rely Assessment, because an AI system must not imply that it holds human or institutional approval authority. “Decision & Action” is treated as the operationalisation stage rather than an autonomous AI decision.
Understand
Break down complexity, identify structure and trace relationships among claims, evidence, assumptions and decisions.
Understand
Compare options, policies, scenarios or documents using the same unit, criteria and consequence frame.
Strengthen
Refine an idea, plan, policy or argument by correcting gaps, ambiguity and avoidable weakness.
Strengthen
Stress-test assumptions, vulnerabilities, counterarguments, failure modes and attack surfaces.
Discover
Search for hidden connections, candidate mechanisms, emerging opportunities and alternative explanations.
Assure
Evaluate whether the output is sufficiently supported for the stated purpose, audience and consequence level.
Assure
Confirm traceability, check that required controls were applied and preserve the audit trail.
Operationalise
Convert supported findings into decision rules, responsibilities, implementation pathways and review points.
